Iran's cooperation sufficient, but not proactive

Iran is using 2952 centrifuge machines to enrich uranium, contrary to the decisions of the UN Security Council. The country is cooperating with the International Atomic Energy Agency, but only in a reactive way 'insufficent for full implementation of verification work'.
